You can create a Close Template at your firm level, which is easy to apply to all clients. Once imported, you can always make changes to the client level. i.e. You may delete the To-dos that are not applicable. You may add more as needed.

If you want to copy a specific template to multiple clients, click on the 

 option. It will then ask you to select the clients in which you want to import to.
